Schedule: Typically, weekday, day but could vary based on needs.

 

SWATARA Township Fire Rescue (STFR) is seeking to establish an eligibility list of highly qualified and motivated individuals to fill the role of part-time Firefighter/EMT within the SWATARA Township Fire Rescue System. STFR is an all-hazards agency serving a community of 27,787 residents in 15 square miles in addition to providing fire protection services to Paxtang Borough. STFR remains an active combination fire rescue system, currently consisting of one full-time career Chief, 12 part-time firefighters and over fifty volunteers filling roles including firefighters, junior firefighters, and support members.  Currently, STFR is seeking to establish an eligibility list for future part-time Firefighter/EMT positions in FY2025 & 2026.

 

The comprehensive selection process will take 5-6 months to complete and will include a written civil service examination, the Candidate Physical Ability Test (CPAT), oral interview, background check, a physical examination, drug test, and driver's license check. To be eligible to apply and be invited to the written civil service examination, interested applicants MUST meet the following minimum qualifications at the time of application:

 

  1. Be a citizen of the United States of good moral character.
  2. Be at least 18 years of age at time of application. 
  3. Possess a high school diploma or GED
  4. Possess a valid Pennsylvania operator's license (Class C)
  5. Be physically and mentally fit to perform the full duties.
  6. Possess Firefighter I & II certification from an approved National Certification Organization (Pro Board, IFSAC, or Department of Defense)
  7. Possess Pennsylvania Department of Health Emergency Medical Technician (National Registry will be accepted).
  8. Possess a Pump Operator I certificate or equivalent along with an Emergency Vehicle Operator Course (EVOC)

  1. APPLICATIONS MUST BE SUBMITTED NO LATER THAN Monday March 10, 2024, at 11:59pm. NOTE APPLICATIONS WILL NOT BE RECEIVED ANY OTHER WAY.

 

All applications received will be reviewed by the SWATARA Township Civil Service Commission & or appointed administrator to determine eligibility for testing based on the established minimum requirements. All applicants will be notified by electronic email to participate in the selection process if qualified. The selection process will include:

 

  1. A written Civil Service Examination will be administered remotely. Qualified applicants will receive directions to self-schedule via electronic mail. Applicants will have a window between March 11TH AND March 31ST to schedule and test, no extensions shall be permitted.  There is no cost to the candidate for the exam. DATES ARE TENTATIVE.

 

  1. Candidates must score 70% or higher to pass the exam and move to the next step.

 

  1. Candidate Physical Ability Test (CPAT). Candidates will be notified by electronic email to self-schedule for all CPAT sessions. This is a Pass/Fail test. (A valid CPAT certificate will be accepted if dated between April 1, 2024, and June 3, 2025, this will be subject to verification).

 

  1. CPAT orientation and practice sessions are scheduled for April 8th and 21st 2025, May 5th , 15th  and 19th 2025 and the final test date is June 3 2025. Eligible candidates will be notified by electronic email as to their reporting time for the CPAT orientation and practice.

 

  1. The CPAT sessions will be administered at the Lancaster County Public Safety Training Center, 101 Champ Boulevard, Lancaster, PA 17545.

 

  1. Candidates who successfully pass the CPAT will be scheduled for an oral interview. Candidates must score 85% or higher to pass this step.

 

  1. Candidates shall be placed on an eligibility list with the candidate receiving the highest score at the top and lowest at the bottom. The final score for a candidate shall be a cumulative score from the written and oral exam.  The written exam shall be weighted at 10% and oral at 90%.

 

  1. Pursuant to the Veterans' Preference Act, any applicant for the position firefighter who qualifies as a "Veteran" under this Act, shall receive an additional 10 points on top of their total score if that applicant had received passing scores in the previous steps. A copy of your DD Form 214 must be submitted.

 

  1. Before receiving a conditional offer of employment, a background check will be conducted by the Swatara Township.

 

  1. Conditional offers will be sent at the discretion of the Swatara Township Board of Commissioners based on the needs of the Department and require a medical, physiological evaluation and drug test.
